Yes it can. As long as it's within the word limit and staying true to the theme.

Yes. We also have independent judges who will be scoring the entries so we will have a popular category and a critics category for the winners.

Sorry, you're not allowed to do that. We, the organisers, are taking care of the voting process, so that proper evaluation would be done.
