Yes, exactly. He needed counseling. However it seemed like he was either unfamiliar with such a provision in Patiala or it never occurred to him. It was only when Minnie's teacher came to talk to them that he was eager to understand what needed to be done, but that too only for her sake.
He tried very hard to address the symptoms by filling the void with Minnie and Babita, but that would only get him so far.
Very sad indeed.
If he was unfamiliar with it initially, then I would have loved to see him apply the concept to his own life after learning about it. Introducing a therapeutic program to the station would have done a load of good not just to him, but to his fellow officers too. Not to mention, it would have added another glorious achievement that would have looked good for his promotion.
