Viṣṇu was the arrow. As the verse in Mahimnastava puts it:
rathaḥ Kṣoṇī yantā Śatadhṛtir Agendro dhanur atho
rath'āṅge Candr'Ārkau Rathacaraṇapāṇiḥ śara iti
The chariot was Earth, the driver was Hundred-Holdings Brahman, the Mountain-Lord was the bow, and moreover, the chariot's wheels were the Moon and Sun, and Chariot-Wheel-In-Palm Viṣṇu was the arrow.
