Gen 3 characters cannot be talked about and discussed by themselves but they can be if you're using their names to talk about Gen 4 characters.
For eg. Like we're allowing you to say Abhinav ki beti for Abhira, or Abhinav ki patni for Akshara, they're still referring to Gen 4 characters but you're using the names of Gen 3 characters that were banned earlier.
This applies to Abhimanyu also, if his name is used to refer to a Gen 4 character. So Ruhi can be called Abhimanyu ki niece, or Akshara can be called Abhimanyu ki ex.
If one of these Gen 3 characters are mentioned in a current episode, you can do more than mention their names you can talk about them, post their pics (only what's shown in the episode), however, this does not warrant discussing their storylines from Gen 3. For eg. Abhinav and Akshara from Gen 3 were shown in a photo montage so they will be allowed to be discussed for 24 hours after airing the episode. If there is no mention of Abhinav in tomorrow's episode, then the ban will be effect again. Akshara and her b'day can still be discussed because the track is ongoing.
About Abhir, technically he isn't part of Gen 4. The fake Abhir track still only counts as a mention, you could have discussed him as long as the track was ongoing. Now that the track is over, Abhir is still a banned Gen 3 character. You can refer to Abhira as Abhir's sister if you want to mention his name, but Abhir by himself cannot be discussed unless mentioned/ shown in an episode.
I hope that makes it somewhat clearer.
