Basically customs is paid when you import any good or article from outside the country. Raghav imported these diamonds from south Africa. At the port of entry (airport or port), customs needs to be paid. The rate depends on the good or article. Each has a separate rate prescribed.
You can't pay lesser than the prescribed rate. Also, you cant not pay customs because it will not be allowed to leave the port of entry without payment of customs. In that case it's a bribe you offer to the customs officer who will let your goods pass through without any payment of customs duty.
Like I said rates are specified per good or article and I don't think you can pay a lower rate because the documentation and supporting proofs will be audited eventually. You also need to report these to the authorities so a lower rate won't work - avoiding is possible but risky as it can lead to prosecution.
Im not an expert on customs laws so I may be wrong and it's been many yrs since I studied this 🤣so don't hold me to my views hahah.
