off topic..pls help/suggest

Our city run animal shelter for dogs is in shambles. dogs are dumped mercilessly there, spayed and not given proper care/no medicine nor food. nobody is bothered. crores of funds meant for them are siphoned off.

who can we address this issue to? the municipal heads aren't bothered otherwise this wouldnt happen under their nose

We have seen Social media making more noise in today's time. Make video & share it online. I am sure you will get support this way.

The SPCA. Or you could contact Maneka Gandhi's helpl1ne with relevant info. And twitter. Post videos explaining what's going on. The nearest shelter we have here is full of abandoned PETS. Like old dogs, blind ones etc. It's heartbreaking.
