Overacting was revered and expected in Bolly in early 2000s. Obviously Kareena went one step ahead and overdid overacting!

Yes, she was terrible in certain movies, up to 2003. But by end of 2003, she did Chameli and in 2004 Yuva, Dev, etc. In a 24 year career, the first 3 years are where she was at the learning curve.
Now during those 3 years she also did K3G, Asoka, Mujhe Kuch Kehna Hai, LOC Kargil, and countless other movies where she was fine to good.

Kareena was known for overacting during the initial stage of her career, but this particular scene seems to be executed exactly the way the director wanted. In its original Tamil version, Jyotika did the same overacting. Even now, when I watch certain scenes of both Jyotika and Vijay in this particular movie, it is cringey.
