No, it didn't release yet. It was suppose to release with Veere Di Wedding on June 1st but the producer didn't want to release with a big budget movie like Veere Di Wedding that has lot big stars on it. Then, it got delayed. KSG's fans were asking the director of 3 Dev about it's release and the director said that even he doesn't know when it will release.

You will only be able to see it if it releases. I don't think it will ever get release. All KSG's work got shelved after HS3. His acting career is over.
