Either he did that to her dupatta because he knew her mum was about to come into the room or maybe he was just playing around with it to annoy her and because he loves touching Rana whenever he can.
As for her signing, I think that he's scaring her. He must have made it seem like she was signing the nikkah nama to show her that their nikkah could happen like that if she doesn't accept the proposal in front of the whole family.
