I was thinking the same. Exactly. In that scene he didn't look like the phattu he looked like when he is with his mother and his gf. That's why i feel they will get married and he will finally take a stand for samiya and will stand up for himself against his mother. In an Asian household it's very hard for guys like Saif to go against a mother that single handedly brought them up. No matter how greedy and shrewd his mother is, she would have definitely faced a lot of difficulties bringing him up alone in a conservative society and he grew up watching that. His mother didn't get remarried even though she could just for him so culturally he is obligated to fulfill his mother's wishes. In that aspect samiya and Saif are very similar. They both knows their mother's are being stubborn but they have to listen to them because they grew up watching the difficulties their mothers faced.
I guess even a guy with a backbone like Salman would bend his wishes for his mother if she takes a stubborn stand and ask him to marry against his wishes. That's culturally very accurate.
