As far as I know (the medico-legal aspects of Adoption as a Pediatrician) the central body is CARA (Central Adoption Resource Agency)
I'm not sure about Dhara organisation! (I'd love to know the details if you know more, my next novel is somehow related to this topic so I'm thorough with the research part and would like to add more of it could help me.)
Adoption is a Centralised process! Yes! CARA is a nodal body in India that looks after all the aspects of Adoption of Indian children in India and Abroad. It comes under women and child welfare section of Government of India.
It has laid about 11-12 eligibility criteria for the prospective adoptive parents (PAP's)
I'd like to disagree with your one point and that is the biological children. These criteria are irrespective of presence or absence biological children (son or daughter) even irrespective of their marital status!
A single parent can also adopt (given he/she is physically, mentally, emotionally and financially stable enough to help in the growth of adoptive child)
Although a single male parent can't adopt a girl child
A single female parent can adopt any gender.
A couple can only adopt after a stable marital life of 2 years! And if they have less than 4 biological children.
Likewise! Few more eligibility criteria are there.
This is again a very touchy topic and makers are again treading a path they won't be able to do complete justice with.
Also, Neither KinTosh nor MaAn have had a marriage of minimum 2 years to be eligible to adopt a child!
Pehle criteria hi fail hai!
