Technically in modern day, yes. You are talking an incident like 20-30 years ago, when records weren't well maintained & you could even find records today of 100's if not 1000's of govt employees running private businesses or were shareholders in businesses. Most of the govt officials were hand-in-hand, if they recd tip-off stating someone is about to investigate them, they would fabricate records to show the business is run by another of their family member - some have even named their servants/housemaids/security guards as the namesake company owners, most of them have no clue - their master asks them to sign on some documents to recv their income or some other stuff.
In a modern day, if an govt employee is caught holding multiple income streams in official capacity - he would suspended from his job, until the enquiry committee/department submits their report & is relieved of their duties, in most cases employees pension will be cancelled - as it would be a dishonorable discharge. Then again, law works in mysterious ways 😆
