Modi can meet heads of state. It is diplomacy. He has to meet presidents of countries inimical to India's interests too..it is not just Modi but previous prime ministers have also done the same. It happens in other countries too. The trouble comes when private citizens do the same and start extolling the virtues of people working to sabotage our country.
