Encouraging enmity between two religious groups is lawless action?? It didn't say they were encouraging violence between them?

This is the Wiki version of a couple of 1st Amendment exceptions:

In Chaplinsky v. New Hampshire (1942), the Supreme Court held that speech is unprotected if it constitutes "fighting words".[34] Fighting words, as defined by the Court, is speech that "tend[s] to incite an immediate breach of the peace" by provoking a fight, so long as it is a "personally abusive [word] which, when addressed to the ordinary citizen, is, as a matter of common knowledge, inherently likely to provoke a violent reaction".[35] Additionally, such speech must be "directed to the person of the hearer" and is "thus likely to be seen as a 'direct personal insult'".[36][37]

“True threats of violence” that are directed at a person or group of persons that have the intent of placing the target at risk of bodily harm or death are generally unprotected.

But when did enmity become violence between two groups ? Enmity could just mean feelings of animosity that is how it is defined. Unless they were encouraging riots?

Kangana Ranaut had come out in support of Rangoli stating that her sister had done nothing wrong and a police complaint has been filed against the actress. “It is pertinent to note that one sister calls for genocide killings, violence and the other sister not just support her for the same despite nationwide criticism and suspension of her Twitter account but also gives a label of terrorist to a sect,” IANS quoted advocate Ali Kaashif Khan Deshmukh’s complain.

Thank you, yes its indeed a thought process. I may not use such strong language but yeah anyone who attacks the cops and doctors who tried to help them needs to be arrested. That's my POV on this.
