Why didn’t The Bengal Files became successful like The Kashmir Files?

The Kashmir Files became massive hit but why it didn’t happen same for The Bengal Files? Why did that movie flopped so badly? It was made with more than 50 crore budget but it made 16 crore on the box-office. The movie couldn’t make half of the budget money. What is the cause for it? And what is the story of it? On the trailer, I only saw spreading hate between Hindu Muslims. The Kashmir Files was made to show a genocide for Kashmiri pandits but what message did The Bengal Files was trying to give? Vivek seems to make Files from different states to save his career. I wonder from which state he will make File next. I hope he make a File for Gujarat, Punjab or from 7 sisters state.
