Lockdown means they were not suppose to move at all. We know they moved around at least a couple times during the lockdown so it’s possible they could of been warned.

Also Vicky was shooting overseas a lot for the biopic this year. RK hasn’t had a solo shoot outside in Mumbai since the Fall.
