Technically, as far as I know (and I do not claim to know everything), doctor is largely a title, even though it is commonly used for physicians and medical practitioners. About the joke, while I do agree that her using NASA scientists would have been better vocabulary wise, calling NASA professionals is not really incorrect in any way.

The context is NASA is primarily related to non-biological projects.

It's related to Space , extraterrestrial explorations .

NOw ,in any mega large industry , starting from an sweeper to a driver to a janitor to a nutritionist to a security guard to a nurse to a health professional to a ( onsite )doctor , chefs ,cooks and etc and etc are needed. All of them are part of the team.

But NASA is famous for SPACE exploration and that involves Scientists and Engineers .
