This is the ISKON theology. Also it is in accordance with old Krishna supreme group(probably even Chaitanya Mahaprabhu belonged to this)
According to this group, unlike commonly held belief, it isn't Vishnu but Krishna which is the supreme deity that takes incarnation.
According to them Radha and Krishna are eternal deities who live in Golok and take incarnation onto earth as and when needed. Therefore Ram, Parashuram, Buddha etc. are all the incarnations of Krishna. And Seeta is incarnation of Radha. In fact Vishnu and Lakshmi in itself are Avtars of Krishna and Radha..
It was only in Dwapar that Radha Krishna transcended onto the earth in real form, and that is why Krishna is the only Poorna Avatar (even in traditional belief Krishna is considered the only Poorna Avatar, so this group reasons that out as mentioned above)
So the story makers took into consideration that storyline but then for some reason mixed it with the traditional Lakshmi Vishnu story. The curse of separation bit isn't a part of this belief. That is another story where Narad curses Vishnu ji for separation to his beloved so he had to separate from Seeta in Ram Avtar and Radha in Krishna Avatar. But in both these cases, Seeta ma and Radha knew the entire thing and that they are to separate. So that Radha doesn't remember her Golok thing and Krishna tries to remind her is another complete fiction..
Basically they picked up things from wherever they got and just amalgamated it with loads of fiction
