I watched that scene again! Sai understood that she is going to die and Virat would not leave her. When he asked for hug, I think she understood and surrendered instead of fighting him off. She understood he will not leave, so she rather hugged him fulfulling his wish. She smiled as soon as she hugged him. And Virat went in for hug, as on mission not wasting another second.
There was an understanding...is what I feel. Sai's final acceptance of her place in Virat's life. She is anyways going to die, he will die without her so she decided to keep him "kareeb" as she promised when he had put that ring on her finger. She said she will keep him and his ring close to her, unlike before where she let both go.
Otherwise, no way Sai is going to hug him knowing the state she is in. She accepted and surrendered.

If virat left sai to die he won't be able to survive even for ten days... He once experienced her death and he wont take this again.. Even he survived he won't be in that state to look after his kids. Sai knew all of these.. So instead of sending him off for the sake of their kids she chose to follow him. She let him do what he had always wished..
Same people will thrash Virat had he left her alone to die. Either this or that,Virat has to be the target.

This entire moment was to clear their dilemma in their minds.. Both have always questioned their love, especially sai.. She got her answer.. Virat on the other hand still wanted to live his life with sai and their kids.. Hence he had worry and sadness in his face.. He knew this is their final hug before embarking on another journey leaving their children behind..
One of the reasons I'm not watching new generation because sai and virat could not even get to spend a day with their children as a family.. Savi's wish remained unfulfilled..both kids had to witness their parents death.. Two old people had to see their young son and daughter in law dying..
