Who is handling Tara?

With Chavvani at the Rajsingh household ..who is keeping Tara tied up and ensuring she doesn't escape - the other two kids?! ..seriously?!

Exactly it is so werid that arohi and chawani left tara alone with those 2 kids..she can run easily from there
