Nice post with great analysis. We shall not compare Ram & Sita at this juncture as Ram is matured and educated systematically in an Ashram under the strict guidance of Saint Vashisht where as Sita is yet to get a Guru to start her education. As of now, she just express her mind without any filters while Ram has been taught to use filters and that we have seen during Praja darshan at Ayodhya. Ram despite having doubts and feeling low on seeing the poor praja, he didn't make any comment during the entire meeting and even after reaching the confines of the family, he was just contemplating and framing his question till such time he was brooded to speak out.
So the age difference as well as the educational difference are 2 main reasons for the different behaviors from the said people.
And about pardoning Sudhanva, that is the best thing to do as the pardoned person will be indebted to the king for forgiving him despite his wrong doings and the harm he caused to the other.
But yes, it is not a good practice to allow the small children to be part of the major meetings. Allowing the children to openly speak out their doubts is different from allowing them to speak in a Raj Sabha is different and king Janak shall allow the Saint Gautham to teach the children the basic things about decorum to be followed at the meetings.
