He doesn't need permission but he has to be absolutely fair between them, e.g if he buys one s gift he has to buy the other the same or equal value gift. If he spends one night with one then do the same to the other otherwise he will be answerable to God, this doorsrI shaadi is not all fun and games, the man has to be sure he can afford it and keep both happy. If he can't then just stick to one.
