We can't say so because he's well aware of the super love between Ishita and Ruhi...
But yes he always looks softly at Ishita for any scenes though he's supposed to be angry with her...😉

Raman knows that ishita will take good care of her daughter.. whatever happened between Bhalla and Iyer.. Ishita never changed towards Ruhi.. whatever little niceness he shows towards Ishita (car, police) etc is inly because in his heart he knows ... Ishita loves Ruhi and vice Versa. And indeed Ruhi did go to Shagun... as now at least they can se Ruhi everyday

so!? Raman still knows that Ishita genuinely cares for and loves Ruhi!
