Being born as an Ansh doesn't mean to be born as that Goddess. Mahakali form is taken by Parvati while destroying evil, sinners, Asuras. In her ferrocious form at times she doesn't listen to even Mahadev. She doesn't depend on Mahadev to accomplish her task.

Draupadi was born to reduce burden of sinners from the Earth. She just did the same. So as Mahakali's ansh she fulfilled her aim.
