Sabz Pari refers to a drug, cannabis and heroin especially in this case, I think. Laal Kabootar is money, bills...what buys and gets the addicts their 'sabz pari'...it's a metaphor for this fantastical escape from reality and all its problems for these people. If you've seen the promos and the first episode, it'll become clearer...the main character played by FQ is a poor rickshaw driver who uses what he earns and even borrows money from others to get a high, while his four children and wife starve at home. These promos are pretty explanatory...
"Jo laal kabootar tujhe de diya...toh meri sabz pari kaise aayegi." Basically saying that if I spend my money buying fruit for my daughters, what will be left for me to buy my drugs with?

And Mohib plays the dealer, who works at a paan shop and in lieu distributes the drugs to his customers...he explains in this promo how it's a 'side business' necessary to satiate hunger...'Sabz pari chahiye? Toh laal kabootar dheela kar...' If you want the drugs, loosen up and hand over those bills!
