This person may not be a trans woman in the sense they didn't actively transitioned into the other gender but that doesn't make this person eligible to participate in a competition with cis woman.
There have been a couple of Indian athelets who failed gender test in the past.
These people may have been identified as females at birth because of under developed external genetalia but by the time they reach puberty the testosterone production surges giving them an increase in bone weight and muscle mass and these give them natural advantage when playing against cis- women.
This is a case of doping happening by natural methods due to their condition.
It is important that these kind of cases picked up in early childhood before the gender related confusion sets in and corrective steps should be taken at the earliest possible stage.
