i'm not saying that i in any way agree with what they did, there are other ways around things, but i'm just going to put forward what some ideas i've heard. itz possible that they have such policies, because once the medical team has offered their services, they can't just take them back. If i were to sell u a sari, and u said u'd pay me back and u don't, i'll just take the sari back. In this case, they can't make the babies "unborn" again or make a patients heart stop beating or put the tumour back in the body...so i guess, out of fear and the fact that there really is no guarantee that once the patient recovers he/she really will pay, they put in conditions like this. after all, not everyone is honest and straightforward. if we were to follow the principle of it is in ur job description to cure, so y worry about money first, next it'll be that there are people dying of starvation, since u own a dhaba, u should feed them now and when they can they will pay you back, and so on. in principle it is very easy to criticise, but at the end of the day money is what (unfortunately) makes the world go round. it is needed for medicines, food, maintaining hygeine, running institutions, etc. At the end of the day, there are only so many people u can save, feed and clothe before u urself can't afford to help and then what?
