Bhavishya Purana is a very late addition, probably in 18th or 19th century, and also Google translation from Sanskrit to English also varies. One translation says Chandragupta married Suluva , daughter of King of the city, another translation says he married a daughter of a Yavana king named Suluva. It's very ambiguous atleast for non Sanskrit reader.
The official translation by scholars is that Chandragupta was originated from Shakya Clan, he married a daughter of a Yavana ruler named Suluva of Paursa.
If this girl was daughter of Seleucus? Highly unlikely because Sanskrit word for Persia is Parsika not Paursa. Maybe a north western lower satrap he was and the girl would be mixed.
This woman probably succeeded Durdhara as Agramahishi after Durdhara's death as the verse says Chandragupta ruled with her as his queen.
Justin is a Roman name. Romans at time of Chandragupta had no physical or marital connection with him.
