They are cousins and the piece below from an article proves it....

Like his actor-cousin, Jugal, Chetan too started off young and did almost 200 advertisements as a kid. Then he began to grow…and grow and only stopped when he touched the six feet plus mark

Yes they r cousins & abt Dhruv being lawyer i don't think tht wud happ but since d show is unpredictable anything can happen here 😊

As for Dhruv being Kajjal's lawyer, i think it is unlikely. i think that he will be a businees tycoon like Dev.

I think he will be Dev's good friend and he will bring Kaajal and Dev closer together like how Chetan did that as Josh in Kaisa Yeh Pyaar hai. 😃
