Are we supposed to comment only once in 24hrs on the profile of actors according to IF guidelines?

But I received the error message saying we can comment only once in the profile inorder to prevent spams. Is it becoz I am a newbie ?

we can comment twice in 24 hours ,,and when 24 hours passed after first comment,,we can comment 3rd time again..😃

also newbie limitations just for spamming on threads,not on profile..and also newbies can give simple comments,not gifs,animation ,pics etc.😳
