Is she an negative character or just a spoilt brat?

she is a spoily brat but not evil, anyways she is fun to watch and madhura is playing her really well

T is the fun element...who always makes a fool of herself. She is definitely a negative character. But should agree that Madura Naik is fantastic and does justice to the role.
