There can be many reasons behind this separation..but 20 years is a long time.

BCCI considers IPL and Indian players as Elite being the pathbreaker and top T20 league. So they feel Indians playing Other leagues will lessen the brand value of IPL. And if the players dint perform outside it will be bad. Already there is a stigma about home performances so them doing well in Ipl and bad in overseas will be criticized more. So bcci answer to this is just don't let them go.Why r Chahal etc not playing in other leagues? Any idea.

This doesn't apply to Women's Cricket because BCCI wasn't the first one to launch women's league and they need to learn the game more . So they allow them to go outside and experience the overseas conditions.
