It's not just about the work assignment. I think Bilal still has a glimmer of hope that Sadaf might come back to him one day and her problems with Ammar would raise his hopes even more. This might all lead to that candle night dinner scene.

He denied that he loved her but he’s still in a completely inappropriate relationship with her and he lied about spending time with her. It’s an affair no matter how he tries to spin it. I think you are right, the writer assumed arrogant to be some attractive leadership quality. Then it sort of makes sense why Ammar got so upset when he heard Sadaf call Bilal arrogant.

the thing is bilal doesn't even know sadaf as a person. they never hung out or developed any kind of relationship. he is in love with some idealized image of her. the sadaf we see is a dumb phuk I want to run a bulldozer over. if bilal was impressed by naamdar sb, sadaf has not even a fraction of the moral uprightness integrity and ethics of her father. naamdar sb never spoke bad about bilal but sadaf used to call him names despite all his ehsaan.

not those exact words but something to that effect in e18/19 (or was it e17/18). the way his gaze had changed (which lasted 2 episodes) once he found out she is committed to ammar reinforced it.
