I think we misunderstood Shah changing his appearance scene to appear as a villain. The idea was not to show that he was pretending to be a good person/in love with her. Shah's intention behind that instant makeover was to tempt Mehru with his beauty and get her to sign those papers. It was like, "Sign those papers and you get this fine specimen of a human being!!"
