Finally got around to seeing the episodes. So Shah was not lying when he said he admires Mehru because she is so brave. He is downright bored with Amal and finds her annoying. 
He is not built for the typical rich housewife who does nothing but shop and then expects him to cater to her so that she can post lovey dovey pics on social media. He does not care to play those dating romantic overtures at all.
Instead, he wants teeth in a relationship where a woman is independent but also pushes him back and challenges him. Mehru does that which is why he is intrigued even if he thinks it is all part of this elaborate scheme to get Zain out.
Found it interesting that Zain does have brains and immediately saw it as a political ploy from Shaw to win brownie points with the public as well as their party. Liked when Saman finally lost her patience and told her spoiled son that he deserves to rot in jail -- though it has a/c, wifi and all other amenities; so hardly jail here. 
Also Mehru and her family in some ways are quite innocent that they actually think Shaw might be good. They cannot imagine people plotting and playing games. Then again, Mehru is only used to Urooj and her mom type level manipulation. Not Shaw and Saman's political games.
It would be a better ship if he didn't dress in those weird brown pants and blue blazer all the time. Why on earth does he wear such a bad suit? Isn't this guy supposed to be rich??? Ahem.

I don't blame him one bit, her constant whining gets on my nerves despite it being fictional. Actually they should get Amal married to Rafay. BiJaan and her can whine to their heart's content. They are really not different from each other.

He does like mehru's personality and liked to get on her nerves from the start. Now he has a reason to go after her .
Zain knows politics but drugs are more important
The ordinary people are quite naive and that definitely won't think someone with that much money and power is gonna waste his time on trying to patao a girl to get his brother out of jail (along with other ulterior motives
). Even saman shah don't seem to doubt his son's intentions . Toh mehru aur uski family kya cheeze hai. According to them if he wants to get his brother out of jail he will simply keep giving threads like a real villain.
