IPL 2024 likely from March 22 to May end; Hazlewood unavailable for first half of season

The schedule for the 2024 season will be finalised depending on the dates of India's general elections

IPL 2024 is likely to be played between March 22 and the end of May, with the final schedule to be announced once the polling dates for India's general elections have been finalised by the Election Commission.

On the eve of the 2024 auction, the IPL also notified franchises about the availability of players in the auction for next season:

Australia: Hazlewood not available in March and April

Josh Hazlewood will be available only from the first week of May if he is bought at the auction. It is understood that he and his wife, Cherina Murphy Christian, are expecting their first child. He was released by RCB and entered the auction with a base price of INR 2 crore (USD 240,000 approx).

All the other Australian players in the auction are expected to be available for the whole IPL season. With the Sheffield Shield final scheduled from March 21 to 25, Cricket Australia has left the choice to the individual players if they have to choose between playing the Shield final and the IPL.

BCCI to incentivise India appearances for uncapped players in IPL

The BCCI are set to announce an incentive plan for uncapped players ahead of the 2024 IPL auction. This plan has been introduced to reward players who earn themselves international caps between IPL seasons, rather than remain locked in with the same league fee.

In normal course, a player would have to adhere to the league fee once bought at the Indian Premier League (IPL) auction for three years or until he is released by his franchise. However, in certain circumstances, the fee can go up if an uncapped player is sold for a minimum fee of Rs 50 lakh. In fact, if an uncapped player participates in 10 international games between two IPL seasons, his fee can actually double up.

The Board of Control for Cricket in India (BCCI) recently circulated a fee regulation for uncapped players stating that there are no minimum League Fee regulations. However, it says:

(a) Prior to the start of any Season the League Fee payable to any player who is uncapped is less than Rs. 50 Lakhs; and

(b) Such player is then capped or achieves 5 or 10 Caps at any time during the period from the end of one Season up to the start of the next Season

Then

(c) the League Fee payable to such Player for such next season and any subsequent season if such player's contract is extended by the relevant franchise shall be Rs. 50 Lakhs for so long as such player has 1 Cap, Rs. 75 Lakhs for so long as such player has 5-9 Caps and Rs. 1 crore if the player has 10 Caps or more; and

(d) if such player is subsequently traded then prior to such trade his League Fee shall be deemed to be determined under paragraph (c) above. It is clarified that for the purposes of calculating the Salary Cap, if the player is traded, then any increase in a player's League Fee will apply to the new franchise's Salary Cap. However, if the player remains with the existing team, then such increase will not affect the Franchisee's Salary Cap and the Salary Cap will remain the same as it was before the increase in Player's League Fee."

For clarity, the BCCI has defined Capped and Uncapped players:

"An Uncapped player is one who is not a Capped player. A Capped player is one who either (a) has played in the starting XI in International Cricket (Test match, ODI, Twenty20 International) for an ICC Full member or (b) has a Central Contract with his national cricket board, being an ICC Full member. Players registered with ICC Associate member countries are deemed to be Uncapped for IPL purposes regardless of the number of appearances made for an ICC Associate member country respectively."

Meanwhile, the BCCI has also confirmed that there will be a new auctioneer for the December 19 event in Dubai.

"An independent professional auctioneer, Ms. Mallika Sagar, will conduct the auction and she will be the sole arbiter as to all aspects of the auction," the BCCI informed franchises.

Sagar conducted the first two auctions of the Women's Premier League. By appointing Sagar, the BCCI seems to have done away with foreign auctioneers, the last one being Hugh Edmeades. In the first 10 years of the IPL, Richard Madley used to conduct the auctions.

IPL 2024: SA, WI and NZ confirm full participation; limited availability of English players

The Board of Control for Cricket in India (BCCI) has decided that the official window for the Indian Premier League (IPL) will be from March 22 till the end of May. Finalizing the exact dates is pending due to the upcoming general elections in the country next summer, with the schedule contingent on the election program.

Based on this information conveyed to the franchises ahead of the IPL auction in Dubai on Tuesday (December 19), the Australian, South African, Afghanistan, New Zealand, and West Indies boards have made their players available fully, with minor or no riders. However, England, Ireland, Sri Lanka, and Bangladesh boards have given conditional approval.

Most Australian players will be available for the IPL, except Josh Hazlewood, who will participate in the league only from the first week of May. Cricket Australia (CA) has informed the BCCI that its players will be fully available, except for Hazlewood, and those playing in the final of the Sheffield Shield. The CA has assured the BCCI that all players will be available unless injured. Regarding the Sheffield Shield final, players have the option to choose IPL over the domestic event, which takes place from March 21 to 25.

The England and Wales Cricket Board (ECB) has said its players can participate in the league unless unfit or have international duties. The availability of English players is subject to the ECB's summer international program surrounding the Twenty20 World Cup, which is yet to be finalized. Rehan Ahmed has withdrawn from the auction. The Twenty20 World Cup is from June 4 to 30 in the Caribbean and the US.

The BCCI communication to the teams on the status of the English player states: "ECB is prepared to make their players available for the duration of the Tournament, subject to fitness and international duty, and any periods of unavailability that players submitted on their auction applications. ECB are still in the process of finalising their schedule for the World T20 in June and if any individual players require specific management in the build-up to the World T20, Rob Key will liaise directly with the player and his franchise to make the necessary arrangements."

Elsewhere, the Bangladesh Cricket Board (BCB) and Cricket Ireland (CI) have made their players available only partially, but special permissions have been granted to Mustafizur Rahman and Joshua Little. While the Ireland pacer has been permitted to take part in the league fully, the BCB has stated that Rahman can participate in the league from March 22 to May 11.

Sri Lanka has the scheduled second (and last) Test against Bangladesh from March 30 to April 3, which raises questions about the availability of some Sri Lankan players. However, Maheesh Theekshana, Wanindu Hasaranga, Matheesha Pathirana, and Dushmantha Chameera will be available for the full duration of the IPL, as they do not participate in the Test format.

The BCB has also informed the BCCI that "Taskin Ahmed and Md. Shoriful Islam, who have been listed for the auction, will not be available for the IPL 2024 edition." Only three Bangladesh players (including Rahman) had featured in the auction register from Bangladesh.

Afghanistan Cricket Board (ACB), Cricket West Indies (CWI), Cricket South Africa (CSA), New Zealand Cricket (NZC) and Zimbabwe Cricket (ZC) have informed the BCCI that their players will be available for the entire duration of the IPL.
