I'm probably behind the times where Cricket is concerned but I thought these top tier teams were an automatic shoo-in for events like the WC and only the bottom rung ones had to battle it out to qualify.

West Indies failed to qualify for the World Cup 2023 after losing to Zimbabwe, Netherlands and Scotland in succession.

For the first time in the history of their cricket, the Caribbean team would not be a part of a World Cup

I know. I read about it. Shocking to say the least.

They used to have such a formidable batting and bowling line-up back in the day.

Shame.

Did all the 10 teams have to play in the qualifying rounds?

They divided the teams into various leagues and also considered prev ratings.
