I'm not sure of how logical the whole theory is, but the first part (time has stopped) may be true. In that episode when the blinding light came after the D-T rituals, Dhruv's watched stopped at that time; Tara's hour glass broke, and when Dhruv entered Saxena house after time travelling to the 21st century, the clock there was set to the exact same time as it was when Dhruv's watch stopped (Dhruv notices and mentions it too)

Agar writers ye theory read kar le to dikha bhi sakte hai phir jitna chahe ruined karo Tara ke character ko aur ending me bol do ye sab to jhuth tha ullu banaya bada maja aaya 😝😝
