Dry climate means winter, when there isn't much moisture in the atmosphere so I think the electrons don't get a way to release and bottle up. That's why when we touch something the electrons jump to more positive source and we feel like a shock. Person having more knowledge in physics can explain better
Don't think many ways of stopping. Probably can use humidifiers in house to keep the air moistened.

Sorry I was thinking of dry weather and wet weather. Bec I do get this issue in the summer days more and I take it with me everywhere. So it can be in the house or anywhere I go.
