He should have. Sahiba was willing to face jail. Regardless if you think Seerat was raped or not, she was physically abused and pushed to suicide the day of Angad Sahibas pag phera.

And yes Angad did not take any high road. He physically abused, withdrew food , attempted rape on Sahiba. He should have sent them to jail instead of his high road.

I can guarantee you the jail time Mongas would face for a fraud that ultimately did not happen would be much lesser than the jail time Angad and family would face if Sahiba actually chose to file a case of domestic abuse against Angad.

Can't help it if Sahiba sees no big deal in what her sister did, Angad too seems to not give a damn about Seerats running away after putting Sahiba through the ringer about it. He too blames Garry only, and that too for snatching his true love and hurting her. Not for provoking rape against Sahiba or going to her room to threaten her. Regardless Angad is well aware Garry pushed Seerat to suicide, it is ridiculous he wants her to stay with her abuser but he wants Sahiba to stay with him despite abuse so it makes sense I guess.
