If you are influential, you call the IG or some higher-up police official. This person pulls strings to get your work done but it is all unofficial and on the down low. Even senior and mid-level officers do not know who they are doing this for most times.

Middle class and ghareeb people go to their local thaana for their jurisdiction to file a complain. This is official police business.
