I mean, he's clearly her client. I think the character of Chunni Babu is very down to earth without a lot of arrogance or airs. He doesn't see Chandramukhi as merely a courtesan who is below him and whose job is to please him. He also sees her as a peer who deserves his admiration and friendship.
It's weird that Chandramukhi falls for Devdas, who treats her with disdain, whereas Chunni treats her with more respect and affection.
