It's from Loudermilk. The guy plays the role of a jackass who's a recovering alcoholic. He offends people and It's kinda the premise of the show.

This reminds me of that clip with Paul Rudd berating the Starbucks barista. And that clip is regularly reposted with people completely missing the point that the movie was trying to establish Rudd as an asshole 😆
