Jhalak is different, it's 50% judges scores & 50% viewer votes. They scored Gunjan full marks while Rubina was almost 6-8 points behind her. That's why Gunjan won.

BB is completely based on viewer votes, they can't manipulate votes. Whoever is the most popular will win, like every season.
