Ho sakta hai since they have captured Param for so long, he has stopped attempting to escape and isliye unhone uske chains utaar diye ho. I don't know about present time, but I have read about this in some places jahan par long-term-prisoners ko for the sake of capturing rakhte hain, par not actually, torturing or keeping them chained up because they don't have use anymore but they keep them alive because they might have use for them in the future.
Also, usko wo rakh toh locked hi rahe hain. Agar unki side par hota toh thodi naa locked rakhte. Tilli uske liye chai and all lekar jaata hai, usko freely move karne ki permission nahi hai (outside his room), and he has guards outside that passage way for him too. Toh, I guess he is captured.

He wasn't looking at it with hatred or indifference. Kind of contemplative or maybe, reminiscing.

just hope he turns out positive , it would be great to see how Param and Karan used to go on mission and execute them. And the Pre-param bhaiyaa death Karan again in action. Monu did made many changes in Karan but it would be fun to see the old Karan ustadjee used to talk about.
