It doesn't matter the minute you fall you pretty much toast unless you know how to roll and not get run over. It's really important that you also have a proper helmet.
i think earlier it was not so strict the helmet was made mandatory recently i think 2 years back. But since it was a new rule the traffic police were checking only riders 😆 even i have travelled multiple times without helmet not because i don't want to wear one but because i had to leave office very late and its not safe so my colleague used to offer me rides.
But recently i see there are some progress on the law but it will take time till traffic police and people starts following it 😆

Helmet..... That rule in india keeps changing.....sometimes even bus drivers should wear helmet.. sometimes.... No need helmet at all.... Depends on.the ruling govt.... 🤣
