I thought "However, we will not be considering newer stories (those that are posted after 15th Feb 2022)." plus "Fan Fiction: Stories that have 8 or more chapters" would mean that it doesn't matter how many chapters an author plans to write. Only the chapters posted before February 15, 2022 should be counted, right?

I posted Chapter Twenty-One of my nominated fan fiction after February 15, 2022, but it's not easy for readers to tell how much of any story was written before the deadline. Do the contest rules require me to remove this chapter from the Fan Fiction section (leaving it in the forum topic)?

If there are too few nominations under the FF category, we will consider ongoing FFs even if the number of chapters are less than 8, if it has been classified as such by the author. The final decision rests on the FFDT.

Since your story had 9+ chapters before 15 february, it's fine, you needn't delete the chapters.
