I too felt that somewhere he has fallen for her. And I maintain that he has and its just that he has not realised it. Add to it the don persona and her hesitation. So he just settled comfortably into the thought that she is a special person in his life and has not considered or thought about it any further. So that explains why no monologues etc.

love realisation is yet to come as he has seen her hesitancy so he thinks that she will back out so he has backed out so she won't feel uncomfortable
