Maybe they are flying out of Delhi to Canada.

Octopus team was in Kashmir for a location recce, as can be seen from Bob's IG. Maybe these two were there for the same with the Octopus team. Darshini is there as well, as can be seen in PD's story - unless she is also travelling to Canada, it is unlikely she would have gone to Gurgaon only to see them off.

Possibly, they were coming back from Kashmir. It's chilly in Delhi, but not scarf and cap kind of cold yet. Also where Aru was doing that trampoline, near Holiday Inn, Sector 90, Gurgaon, it is 20km from Walking Street, this restaurant is closer to the Airport - so maybe it was just a stopover for dinner before catching Mumbai flight.

Most organizers bear it.
It is normal for one person to accompany a female artist on international tours.
I have never seen Neelanjana travel alone. She did at least a dozen shows abroad.
UK 2021 is a big exception.
