Knownigly they are spamming.
If they spam even the genuine views might get considered as spam/by ingenuine methods. Thus views will get affected.
And spamming is against YouTube rules, so if excess happens they might take action too.
I don't believe people are stooping so slow.

Helly is not the type of actor, who send her promos to her friends/co-actors on whatsapp and ask them to promote her projects on their SoMe. I think her co-actors, whom she mostly remain a professional relationship with, will get to know about her projects when she annonces it on her SoMe. That's why most of co-actor are not wishing her - as they might not have noticed her annoncement. Just my theory.
